What is non-Scheme?
As stated in the other thread, there are a lot of good definitions of non-scheme.
I
do not claim to have a “good” definition myself. I will only try to
translate some of the definitions I have read to the everyday context of
non-Scheme.
When I mentioned above that non-scheme was a
property of software, some people reacted and claimed that it did not
mean non-scheme. There are also people who believe that non-scheme is a
term that was used before Scheme was invented.
When I said that
insurance companies should decide what is non-scheme, some people
reacted that it is very strange to hear someone pointing out the
non-scheme of software. But when insurance companies claim that they
need permission to enter a room (or vehicle) just like they ask
permission to enter any other room and even vehicles, it is not a case
of non-scheme but the non-accessibility of the room. The owners of the
building (insurance companies) say they need to be allowed to enter the
room (vehicle) just like someone who is not insured would say they need
permission to enter the vehicle.
I agree with the “accident
insurance” metaphor: non-scheme is exactly the accident insurance that
insurance companies need to give the owner of the vehicle. We have to go
through the insurance certificate to find out if the car was insured.
But we have the possibility of seeing if the car is even insured. We can
walk into the vehicle and see for ourselves that the engine was allowed
to run all the way to the garage.
Some of the insurance
companies also make insurance contracts that they must sign to get
coverage. You will see that it says the insurance is only valid for the
next 15 years. I think that it is strange to make a contractual
agreement that does not necessarily agree with anything that has
occurred in the past 15 years.
The software concept of non-scheme
is the same as that of non-accident insurance: non-scheme is the
non-accessibility of software.
When someone says “Scheme is
non-scheme” they mean that there is a non-scheme insurance that makes
the owner of the vehicle (also a software product) worry that someone
would not be there if the vehicle were to get in a accident.
I would probably interpret “non-scheme” in insurance terms, but I have not done enough research to be sure.
Benefits of Scheme
I do not think it is possible to quantify all the benefits of Scheme. The benefits could be all of the following:
Increased
productivity. There could be productivity gains because of faster and
more correct test cases, fewer bugs, and better error checking (in
addition to the fact that some problems get fixed quickly because people
want to be on the right side of insurance companies that claim that
they did not make a claim).
No need to fix bugs. If there is a
bug, people do not care because their license does not need to be
changed and because they have the possibility of using Scheme (even if
it does not work) in the near future.
No need to switch to a new
language. In a software project, some problems are too common and too
important for people to switch to a new language. In software projects
that make large software (or insurance) claims, it is unlikely that the
vendor would switch to a new language.
Does the insurance company
need to issue a new insurance certificate? In this case, no, it does
not. If the software project makes a lot of mistakes, it would need to
be changed.

All
of the disadvantages listed above do not make Scheme a bad idea. They
do not make Scheme a “great idea” either. If Scheme gets developed in a
manner that takes these disadvantages into account (perhaps with
different terminology), it could be a very successful system.

Conclusion
In
software projects, we should try to avoid making things easier for
insurance companies. There are disadvantages, but the benefits of Scheme
seem to be quite positive and so could be a reasonable way to make
insurance more affordable.
